IOWA: Doe v. Iowa Dep’t. of Human Services

The Supreme Court of Iowa reversed the district court’s judgment affirming the decision of the Iowa Department of Human Services (DHS) to place appellant-mother’s name on the central child abuse registry based on its finding that appellant had committed child abuse by denying her child critical care due to her failure to provide proper supervision by exposing him to the father, who repeatedly committed acts of domestic violence against appellant-mother. The supreme court reversed the judgment, holding that the legislature did not authorize DHS to place appellant’s name on the child abuse registry due to “failing to provide proper supervision” as this was not listed in Iowa Code §232.71D as a ground for placement on the central abuse registry.
