The District of Columbia Court of Appeals affirmed the superior court’s decision to waive appellant biological mother’s consent to the adoption of her child, holding that the superior court did not abuse its discretion. The court stated that under District of Columbia law, a court may waive a birth parent’s consent to adoption only if there is clear and convincing evidence that the consent is being withheld contrary to the best interests of the child; here, the superior court properly weighed the evidence, finding that appellant mother’s consent was being withheld contrary to the best interest of the child.
